The issues she raised include the following:

- Lack of communication between Rotary/Rotaract
- Lack of professional and leadership training in Rotaract clubs

- Failure on the part of District to provide leadership training for Rotaract Club Presidents
- Statistics: Inaccurate records held by RI as a result of Districts/Rotaract Clubs not furnishing updated information) [Side note: I disagree that the issue is with clubs not sending their data to RI. In my own personal experience, and from talking with many others, we have found the problem to be at RI's end, with RI simply not updating the information even if it is provided to them well in advance, and many times over!]
- Rotaractors need and want a stronger identity – Mission Statement (Charter arising from Interota Sept 2005 Munich) [Side note (Marcos): I think that our mission is clearly stated, and the problem is that not many rotaractors read the Rotaract Constitution. The second article in the constitution IS the statement of our mission].
- Improved communication – use MDIO’s for dissemination of information
- Rotaract perceived as a New Generation program; NOT a youth program but should run parallel as a Rotary membership resource
- Founded in 1968: Is it time to seriously review the Rotaract program?
Initiatives dealt with previously needing continuity
- Simultaneous interpretation at the RI Convention: Last year Margarita Gascón de Katan raised the question of simultaneous interpretation at the pre-convention meeting for Spanish speaking Rotaractors with the General Secretary, Ed Futa. The General Secretary responded that this was not feasible as so few Spanish speaking Rotaractors had registered. With membership growing in Spanish speaking Districts, attendance by Spanish speaking Rotaractors on the premise that simultaneous interpretation will be provided, should certainly be encouraged and followed up, not only for Spanish but other foreign language groups.
- Improving and Maintaining Rotary-Rotaract Relations - ongoing serious concern
- “Promoting Socially Responsible Leaders”
- Rotaract International Charter - Rotaractors need a stronger identity
My own personal opinion is that the "lack of identity" issue raised is due to a lack of understanding by both Rotarians and Rotaractors about what Rotaract is really about - that we are a professional development program, which builds leaders through offering hands on practical experience through service projects... we are NOT a junior Rotary Club or a service organisation per se. The lack of understanding is through a lack of education and training, again at both Rotary and Rotaract levels.
I read the "Charter" proposed at Interota, and did not sign it, disturbed at the push for more recognition of Rotaract as just a Community Service Organisation. A "mission statement" was proposed, which is strange, as we have 5 goals of Rotaract, which are very clearly stated at the beginning of the Standard Rotaract Constitution!! To me, it seems such things are just adding more bureaucracy to Rotaract. It appears we need more training as to what RI has declared that Rotaract is about - as far as Constitutions go, ours is actually very clear and easy to understand! I feel that if Rotaract focuses on the leadership and career development as we are ought to (just read the first few pages of the Rotaract Handbook!) then a lot of the "identity" issues will disappear.

Additional issues raised by Rotaractors on the RI Rotaract Committee:
- Changing the title "District Rotaract Representative" to "District Rotaract Coordinator", to reflect better the leadership nature of the role (a detailed justification of why I think this change would be beneficial is available, if anyone is interested in seeing it?)
- Some sort of grievance / conflict resolution policy added in to the Rotaract Constitution - at present, Rotary Clubs and Districts can and do ignore their obligations, particularly in funding / provision of training. All RI does about this at present is email clubs / districts to state what the rules are, but there is no way to enforce the rules, or seek resolution to any Rotaract / Rotaract conflicts.
- Development of Rotaract in countries where Rotary exists, but not chartered Rotaract Clubs
- PR - rather, the lack of initiative shown by Rotaractors in this area. It is felt that we as Rotaractors need to be more proactive, and perhaps seek the help of Rotarians and resources provided by RI to promote ourselves better
I have also alerted the RI Rotaract Committee to our plans to get the Global Rotaract Information Center MDIO approved. The first set of documentation about it has already been sent to RI... If you district would like to get involved, please let me know, and I can send you all the documentation for it in your choice of language: English, Spanish, French, Italian, Portuguese (one document is missing) and Greek (one document is missing).

Both "District Rotaract Governor" and "District Rotaract Chair" have been submitted as name changes to the RI Board in the past, and both were unsuccessful, pretty much for the reasons Bron suggested.
RI doesn't recognise the DRR as being the Rotaract equivalent of the DG (a DG does have more power in a district than the DRR), though like Bron I also explain DRR in my district as "the Rotaract equivalent of the DG". But they have made it quite clear that they won't allow that change - I think it's been before the RI Board more than once.
Marcos and I had a discussion about what names RI would be likely to approve given their reasoning for knocking the others back (the DRR is a leader, but does not "govern" the district), and we felt "Coordinator" probably had the best chance of success. It's not as ambiguous as "Representative", but still conveys some sense of being in charge of something without it giving the impression that we are all-powerful like DGs. ;) (D'oh, we'll just have to wait until we do become DGs to become all-powerful!!)
My 2nd choice is "District Rotaract Facilitator" (it's what I thought of first while trying to think of good terms commonly used to describe a Leader). We thought "Coordinator" might actually have a hope of being approved, since RI does use the term "Coordinator" at an international level.

You are simply doing wonderful job by creating this blog and helping to spread informations what exactly RI Rotaract Committee is doing.
As I've gone through the previous comments listed in this blog, I totally agree with you all that DRR along with Rotaractors need more indentity in Rotary Movement.
Infact,I would say DRR should get Travelling expenses and other expences incur during his club visits and also for Rotaract Promotional activities from R.I. as similar to District Governor.
Since our District 3290 is very old and big comprises of Nepal and India, it is impossible for a DRR to visit all individual club due to high expenses.
I would like to ask RI Rotaract Committee that is there any provision of getting support from The Rotary Foundation or from District Designated Fund to strengthen the Rotaract Movement within District and Worldwide.
If not, RI Rotaract committee should play a role to make this dream come true.

Unforunately, funding from RI is not likely to be approved. As far as they are concerned, Rotaract is just a program of individual Rotary clubs. Although we operate as districts in the same sort of way as Rotary Clubs, that isn't really recognised. It's a shame - I really hope Rotarians realise we are adults, not children, and start giving us more credit for our abilities than many of them do currently.
It's quite clear that as Rotaractors, we must find the funding for our activities on our own, with the exception being leadership training, where our sponsoring Rotary Clubs and the Rotary District should meet the expenses for Club Leaders and DRRs respectively. I don't think the RI Board will approve any changes in that respect.
Regarding District travel expenses, that is something a DRR should budget for when determining the district budget. Certainly that's something we do in my district. I sympathise though with districts that encompass several countries - that really does make travelling extremely difficult.
It's definitely worth trying to seek the support of your DGEs and DGNs in strengthening Rotaract. One of the main emphases of the RI Rotaract Committee right now is educating Rotarians about what Rotaract is really about, in the hope that if they truly get that understanding, then they will support us better - and that should including providing proper funding of us.
Can you believe, the DGE in my district has not budgeted for Rotaract AT ALL, including removing the funds for the DRR to attend the Australian DRR training! She has also removed funding for just about all the other programs too, including RYLA, GSE... It's very short sighted! But, sadly, these are the things we as Rotaractors must contend with all around the world. All I can advise is keep working on trying to build relationships with supportive Rotarians, and get them on side to try to in turn educate other Rotarians about why they should foster and mentor Rotaractors - the future of their Rotary Clubs!
hullo everyone greetigs from D9200. On the coments raised above, i can speak about the supoprt from the DG, DGE for 06/7.
We are now recieving upto $1000 from Dg budget exclusively for DRR travel expenses. ur district covers Ethiopia (6 clubs), eritrea (no club), Kenya (27 clubs), Uganda (35 clubs) and tanzania (4 clubs). the time availabale to a drr to visit all these clubs is not enouh however it has alsobee hampered by collections being less than 40% of possible DRR dues from all these clubs. S in comes the Dg. That is a boost. However, we have enacted a district resolution (passed at our last District assembly) where a DRR can recommend any rct club for termination to the DG and its sponsor rotary club if it does fail to achieve the following two conditions: a) No report is recieved of the club's activtites b) none payment of DRR dues
